Resolved an issue where duplicate RoundingScheme header rows with identical names (differing only by trailing spaces or case) caused freshly regenerated pricing bands to be incorrectly deleted, leaving schemes empty. The system now consolidates duplicate headers before validation and regeneration.

Fixed a critical issue where rapid database connection changes (such as during a database restore) could cause settings to be cleared and customer configurations to be lost. The system now properly handles multiple simultaneous reconnection requests.
